We are given the following radical expression:

\sqrt[]{a+b}

We are asked to determine the equivalent exponential expression. To do that we will use the following relationship:

\sqrt[]{x}=x^{(1)/(2)}

Applying the relationship we get:

\sqrt[]{a+b}=(a+b)^{(1)/(2)}

Therefore, the right answer would be B.
