An outlier is considered a point that lies outside of the general pattern in the data set.

Starting from seven, the data seems to generally increase by one unit or stay the same until we get to the jump between term 6 and term 5, i.e. between 10 and 22. There is now a difference of 12 units between the terms and this is too extreme.

22 is therefore the outlier.
