(a)No the figure doesn't have relational symmetry.

(b)No the figure doesn't have rotational symmetry.

An object's degree of rotational symmetry is the number of distinct orientations in which it looks exactly the same for each rotation.But if we rotate It doesn't form the same figure.

Hence it is not rotational.
