In a food web, the individuals that receive the least amount of energy are the tertiary and quaternary consumers, for example - in this web- the sharks, sea otters, larger fishes, and octopuses.

This is due to the fact that in each step of the network or chain, energy is lost, therefore, the last consumers of the web will be the ones that can use the least amount of energy.
