We're asked to develop a polynomial

Integer coefficient that has zero at 3 is (x-3)

Multiplicity of 2 gives (x - 3) (x - 3)

And a zero at -5/4 gives (x + 5/4)

Put together, we have: (x - 3) (x - 3)(x + 5/4) = (x - 3)^2 (x + 5/4) = 0
