SOLUTION

We want to solve for b in the equation


16=a^2+b^2

Solving we have


\begin{gathered} 16=a^2+b^2 \\ we\text{ will move a}^2\text{ to meet 16, we have } \\ 16-a^2=b^2 \\ b^2=16-a^2 \\ move\text{ the square to the other side, it becomes square root, we have } \\ b=\pm√(16-a^2) \end{gathered}

Hence the answer is the second option
