3/4 of the surgeonfish are yellow tags-

To find the number of fishes that are not surgeonfish, subtract the number of surgeonfish to the total (1)

1 - 2/5 = 5/5 -2/5 = 3/5

3/5 of all the fish are not surgeonfish
