\begin{cases}x+3y=-1\ldots(1) \\ y=-(1)/(3)x-(1)/(3)\ldots(2)\end{cases}

Using (2) in (1):


\begin{gathered} x+3(-(1)/(3)x-(1)/(3))=-1 \\ x-x-1=-1 \\ -1=-1 \end{gathered}

There are infinite solutions.
