y=mx+b

If m=-3/2

we have


\begin{gathered} y=mx+b \\ y=-(3)/(2)\cdot x+b \end{gathered}

From points (2,3), we find b


\begin{gathered} y=-(3)/(2)\cdot x+b \\ 3=-(3)/(2)\cdot2+b \\ 3=-3+b \\ b=6 \end{gathered}

Therefore


y=-(3)/(2)\cdot x+6
