We have the function


f(x)=-(1)/(3)(5-x)

then


\begin{gathered} f(-16)=-(1)/(3)(5-(-16)) \\ =-(1)/(3)(5+16) \\ =-(1)/(3)(21) \\ =-(21)/(3) \\ =-7 \end{gathered}

Therefore f(-16)=-7.
