we have two different transformations

Rigid transformations and non rigid transformations

A rigid transformation produces congruent figures

A no rigid transformation produces similar figures

An example of rigid transformations is (translation, rotation, reflection)

An example of non rigid transformations is the dilation

so

if you have a sequence of transformations: translation-rotation-reflection, the final figure is a congruent figure with the original

If a different sequence is performed as : reflection-translation-rotation, the resulting images are not in the same position. but they are congruent

therefore

the answer is

Yes, they can be congruent
