The equation of the line in slope-intercept form is

y=mx+b

In this problem we have

m=-1/3

point (-9,4)

substitute in the equation above and solve for b

4=-(1/3)(-9)+b

4=3+b

b=1

therefore

the equation of the line is

y=-(1/3)x+1
