To do this:

2 Standard deviation value above and below mean are significantly low and significantly high.

So,

Significantly low value = mean - 2 * standard deviation

mean = 15

Standard deviation = 1.9

Significantly low value = 15 - 2 * 1.9

Significantly low value = 15 - 3.8

Significantly low value = 11.2

Significantly high value = mean + 2 * 1.9

Significantly high value = 15 + 3.8

Significantly high value = 18.8

Therefore,

Significantly low value = 12.2

Significantly high value = 18.8
