The standard equation of the line is,

y=mx+c.

Compare the given equation with the above equation.

y=-x/3+8

The slope of the line perpendicuar,

(-1/3)(m)=-1

m=3

The given of the line which is perpendicuar to the given line is,

y-(-3)=3(x-(-2))

y+3=3x+6

y=3x+3

Thus, the equation of line is y=3x+3.
