When a point point having coordinate (x,y) is rotated about the origin in 90 degrees counter clockwise, the new coordinate becomes (-y,x).

In the graph given in (c),

C(-4,0) becomes C(0,-4).

A(-6,-2) becomes A(2,-6).

B(-3,-1) becomes B(1,-3)

Therefore, the figure given in option (b) is the correct figure.
