Let´s call g and s the angles, then we can set the following equality and inequality:

`\begin{gathered} g=s+30, \\ g+s\le90. \end{gathered}`

Substituting g=s+30 in the inequality we get:

`s+30+s\le90.`

Solving the above inequality for s we get:

`\begin{gathered} 2s+30\le90, \\ 2s\le90-30, \\ s\le(60)/(2)=30. \end{gathered}`

Therefore, the smaller angle has to be smaller or equal to 30 degrees.

The smaller angle can be 30 degrees.
