Hello!

Let's solve the full equation:

\begin{gathered} (2x^2y^3)\cdot(4xy^(-2)) \\ (2\cdot4)\cdot x^2\cdot y^3\cdot x^1\cdot y^(-2) \\ 8(x^(2+1)\cdot y^(3-2)) \\ 8x^3\cdot y \end{gathered}

Obs: when I multiplied values with the same base, I kept the base and just added the exponents, as you can see in x^{2+1} and in y^{3-2}.
