1) Writing the equation, and simplifying it


\begin{gathered} 28y^2-23y\text{ +}(4)/(28y^3)+19y^2-20y \\ 47y^2\text{ -43y+}(1)/(7)y^(-3) \end{gathered}

Combining like terms and simplifying it the most. Writing from the greatest coefficient to the least.
