The relationship between an election and voting is that an election requires votes for the decision of who is elected into office by popular demand.

An example of this relationship would be the 3/5 Compromise, which settled the dispute of slave representation with a conclusion that every for every 5 slaves, 3 of those slaves would count as representation for votes. Without votes, an election cannot officially be done.
