We have that the 160 workers do 32 cars in 2 hours, so they do 16cars/h (in 1 hour), now we need to now how many workers can do 66 cars in 3 hours, this is 22cars/h (in 1 hour). Doing a rule of three we have that


22\text{ car/h }\cdot\text{ }\frac{160\text{ workers}}{16\text{ car/h}}\text{ = 220 workers.}

So the answer is: 220 workers
