If the price is $100 for up to, and including, 1.5 hours of labor, so when the value in the horizontal axis is 1.5, the value in the vertical axis is 100, that is, the point at (1.5, 100) is a full circle.

In the same way, the points (3, 150) and (4.5, 190) are full points, because the price is $150 for 3 hours and $190 for 4.5 hours of work.

Therefore the correct graph is the first one.
