If Sam recieved 20% more votes than John, it means that the total votes Sam recieved are 1.20x

We know that the total amount of votes add up to 99. Thereby,


\begin{gathered} x+1.20x=99\rightarrow2.20x=99\rightarrow x=(99)/(2.20) \\ \rightarrow x=45 \end{gathered}

Thereby, John recieved 45 votes in total
