The sunlight is abosorbed and weakened when it passes through the atmosphere, being also scatterred by the air and dust in the atmosphere with short wavelengths scatter more than longer wavelengths. Therefore, the radiation can go forward in part while some is blocked by the constituents of the atmosphere.
