The temperature starts at 2°C, and decreses by 3°C for each 100km. After 200km, the temperature will descrese by 3°C twice. So the temperature after theses 200 km is:

T=2-3\cdot(200)/(100)=2-3\cdot2=2-6=-4

Or, -4°C.
