9, 12 and 16 are not the pythagorean triplets, so it can never form right angle triangle.

8, 15 and 17 are the pythagorean triplets as,

(8)^2 +(15)^2 =(17)^2

64+225=289

289=289

10, 24 and 28 are also not the pythagorean triplets.

6, 8 and 10 are the pythagorean triplets as,

6^2 +8^2 =10^2

36+64=100

100=100

Thus, the second and fourth option are correct.
