18x + 3y = 24

Suctract 18x from both sides of the equation:

18x-18x +3 y= 24-18x

3y= 24-18x

Divide both sides by 3

3y/3 = (24-18x)/3

y= 24/3-18/3x

y= 8-6x

y= -6x+8
