we have the lines

−6x + 3y = 3 and 2x − y = −10

step 1

Find out the slope of Line 1

-6x+3y=3

isolate the variable y

3y=6x+3

y=2x+1 ------> the slope is m=2

step 2

Find out tyhe slope of the line 2

2x-y=-10

isolate the variable y

y=2x+10 ------> the slope is m=2

step 3

Compare the slopes

2=2

the slopes are equal

that means

the lines are parallel
