we have in this problem

b=8 in

at most -----> is less than or equal to

so


A\leq20\text{ in2}

substitute


\begin{gathered} (1)/(2)\cdot(8)\cdot h\leq20 \\ \text{solve for h} \\ 4\cdot h\leq20 \\ h\leq5\text{ in} \end{gathered}

therefore

the height must be less than or equal to 5 inches
