25. What is the most stable form of elements when it comes to electrons and Orbitals? (Hint: Think about the noble gases.)

Atoms are more stable or least reactive when their outermost shell of electrons is full. That way the don't react easily because that shell is full of electrons already. For example, in Biology, most of important elements needed in that science need eight electrons in order to be stable.
