The decrease transpiration will produce less cooling of the leaves and therefore there will be rising of leaf temperature. The decreased CO2 concentration inside the leaves and the increased temperature of leaf will aid the wasteful process of photorespiration.

Plants need atmosheric CO2 to produce food. But if the amount of CO2 in the air decrease, the plant that can survive are the non-photosynthesic plants which lack chlorophyll or lacking a functional photosystem that gets all of its food from the fungi that it parasitizes.
