f(x)=|x| ------> vertex is (0,0)

Translate at (-3,2)

The rule of the translation is given by

(x,y) ----> (x-3,y+2)

that means ----> 3 units at the left and 2 units up

so

Applying the translation

the new function is equal to

h(x)=|x+3|+2
