If the are 23 pennies, then the amount excluding the pennies is:

  • $2.41 - $0.23 = $2.18

This amount comprises quarters, nickels and dimes.

Each of them is multiple of 5:

  • Quarter = $0.25
  • Nickel = $0.05
  • Dime = $0.10

Any amount made by the combinations of these has to be multiple of 5 cents. But the sum is $2.18, which is not multiple of 5 cents.

It means Henry can't make it.
