Explanation:

To make a scientific notation the whole number must be more than 1 and less that 9.9 repeating. To do this, move the decimal however many times it takes to make the whole number (the number before the decimal) more than one and less that 9.9 repeating. For the number 33,900,000, the decimal must be moved 7 times, which is why I added the 7 exponent. Also when making a number into a scientific notation, be sure to add the number after the whole number, placing it after the decimal.
