I want to say the U.S agrees to never invade Cuba. Of course there was two letters sent to Kennedy administration and the second one was of the U.S removing our missiles from Turkey but the Kennedy administration had decided to accept the terms of the first message from Khrushchev and ignore the second letter completely. But like I said earlier it would be C for your answer since we ignored the second message. I hope this helped you out
