9^(2-x) = 3 -> 2-x = 1/2

into details about why it is 1/2 (ill call 2-x as y for easier demonstration)

9^y = 3
(3^2)^y = 3

And we have : (x^m)^n = x^mn
-> (3^2)^y = 3^2y = 3
-> 2y = 1
y = 1/2, therefore 2-x = 1/2.

So, x = 2 - 1/2 = 3/2.
