Answer: it B

Explanation: Because learning from int'l history japan needed to arm themselves up because they didn't want to be taken over by the U.S during the 1890s . and they were going through alot of economic failure so they definitely wanted and expansion. And they definitely didn't want to be ruled once again leading to the military arming up which leads to B . they weren't part of the scramble for Africa as i'm knowing of it .
