Not sure how, but the political cartoon and text above describes the state of Germany after WWl and the harsh treateies which were imposed on Germany who had to sign, which made life in much moreGermany difficult and created resentment among the German population towards the allies for their (what they perceived to be) unfair treatment, and also for losing.
