B. Feeble
should be correct since it means “lacking physical strength, especially as a result of age or illness.” while potent means “having great power, influence or effect”
intellectual just means knowledge and smart which isn’t quite the opposite of having power
oppressive means inflicting hardship and constraint which kinda is the opposite of having power but it doesn’t beat “feeble”
civic just means a town or city’s administration and such

Answer:

Feeble

Step-by-step explanation:

Potent is powerful, feeble is weak. None of the others make much sense.
