This question really made me think. In my opinion, the answer is yes. A person can make something that has an unknown/ undisclosed purpose. Creativity does not have to be thought provoking, revolutionary, or challenging for it to exist. It just exists. The same with art. In addition to this, purpose varies from person-to-person. Something that I might find purposfull, you might not. That is the art of art. It is up for interpretation.
