So let’s represent the genotype by the letters B for budgies

The most likely genotypes are that both were dominant blue gene (B) and carriers of the recessive white gene (b)

It would be Bb for both

In their punnet cross, having a white offspring with the genotype “bb” is 1/4 or 25%
