Answer: Snow is defined as wet if there's a presence of water. within the context of snow formation, "dry" and "wet" don't seem to be used literally. Instead, they're wont to provide a distinction supported how each kind of snow is created and therefore the resulting property of either type. When the snowflakes are formed within the atmosphere, gravity takes over.
