Answer: Johann Heinrich Rahn
It was introduced by the Swiss mathematician, Johann Heinrich Rahn, in his work Teutsche Algebra (1659). This symbol was not much of a success in his home country of Switzerland or in Europe. But however, it was in both the Britain and also the USA.
