2x - y = 2

Changing to slope form is y = 2x - 2

the slope is 2, therefore, the line parallel has also a slope of 2

Point (-3,-2) and slope of 2

plug in to y = mx + b to find b

-2 = 2(-3) + b

-2 = -6 + b

-2 + 6 = b

b = 4
