We are given a piecewise function. Here, I have used the Desmos Graphing Calculator to create our graph. I have then added some closed and open circles since Desmos doesn't include those.

The first part given is that when x is less than or greater to -1, y equals 0. We can show this with a line along the x-axis from -1 leftwards. Since the first and second part overlap, I didn't draw a visible circle here.

The next part is that between x = -1 and x = 1, y = x + 1. For this, we will draw a line intersecting the y-axis at (0, 1) with a slope of 1. Then, on the right side, we will draw a closed circle representing "≤" equal to.

Lastly, when x is greater than 1, y = -1. To do this, we will draw a straight line on y = -1 from (1, -1) rightwards. Then, I draw an open circle representing ">" not equal to.
