Answer: No.

Explanation:

To find if the lines are parallel, we need to know both of the slopes.

The first line is written closesly to slope-intercept form (y = mx + b), so our slope is
(2)/(3).

The second line is given in points. To find the slope, we can use the slope formula. You can see from the work, that the slope of this line is
(3)/(2).


\displaystyle (y_(2) -y_(1) )/(x_(2) -x_(1) ) =(3-0)/(8-6) =(3)/(2)

Since these lines have two different slopes, they are not parallel. We can also see this with graphing, see attached.
