Answer: 3

Explanation:

To solve this, first plug in the variables. Plug in 3 for b, and -1 for c.

Our new equation is (3)(-1)².

Since in GEMDAS/order of operations, exponents come before multiplication, we need to do -1². Since any number to an even power becomes positive, -1² is 1, -1·-1=1

Now, we have to do 3·1 to get our answer, and any number multiplied by one stays the same, so our final answer is 3.
