Answer:

L = L0 (1 + α Δt) for coefficient of linear expansion

Δt = (L - L0) / (L0 α) solving for temperature change

for steel α = 1.2E-5 / deg C

Δt = -.004 / (8 * 1.2E-5 / deg C) = -40 deg C
