Its a phrase because its not an independent clause. An independent clause example would be: "I was tired after working all day, so I decided to go to bed early". Use a semicolon between two independent clauses with no coordinating conjunction.

Answer:

Phrase

Step-by-step explanation:

Phrases don't include both a subject and a predicate, while clauses do. "Over the mountains", does not include either, which makes it a phrase.
