What is being described is the patellar reflex. The patellar tendon is stimulated (using a reflex hammer or I've also used the side of a phone) causing a nerve impulse to be sent to the L2-L4 segments of the spinal cord which then sends a signal back to the quadriceps muscle telling it to contract.
