draw the triangle given in the question.
since the scale factor is 0.5, we want half the distance between each corner of the given triangle to to point (3,1).
draw feint lines to that point from each corner of the triangle.
the halfway (0.5) distance from each point to the (3,1) point will be where the corners of the new triangle will be (in the x and y plane).
so our current triangle has a coordinate (-5,5). our point is (3,1).
there's a distance of 3 - -5 = 3 + 5 = 8 in the x direction. half of that is 4.
-5 + 4 = -1. so that is the x-coordinate of our new point.
for y coordinate, 5 - 3 = 2. half of that is 1.
2 + 1 = 3. that is the x-coordinate of new point.
so one coordinate of our new point is (-1, 3).
do that for the two other corners of the triangle.
